* All Goods and Services vendors should get themselves registered on the Government e-Marketplace (GeM) portal.

* Vendors are informed that HPCL vendor registration is not mandatory for participating in tenders that are floated on the Government e-Marketplace (GeM) portal. All tenders for goods and services issued by HPCL on GeM are open to eligible vendors registered on the GeM platform. However, for tenders floated directly through the HPCL procurement portal, registration as an HPCL vendor remains necessary.

* All Micro and Small Enterprises (MSEs) are strongly encouraged to obtain ZED (Zero Effect Zero Defect) certification. This initiative by the Government of India promotes quality manufacturing and sustainable practices among MSEs. ZED-certified vendors are likely to benefit from enhanced credibility, government incentives, and better opportunities in public procurement.
